The Office of Resource Management and Development (RMD) provides strategic, financial and analytical support to the internal operations of the Office of Student Affairs and Student Success (SASS) as well as coordination for SASS budgets, business decision support/operations and internal/external management reporting. Through leadership in strategic decision-making and technology-based solutions, RMD delivers critical information guiding financial planning thereby supporting the Office of Student Affairs and Student Success and University's goals of excellence and financial stability.
Reporting directly to the Vice President for Student Affairs and Student Success, the Assistant Vice President (AVP) requires a creative strategist, a collaborative partner and open communicator in providing leadership and sound guidance in the formulation of strategic planning and decision making. Including, but not limited to, budget allocations, analysis of budget variances, forecasting, and monitoring and oversight of budgeted spending. Collaborates and interacts with a variety of individuals at all levels. Establishes, leads, and sustains a service-driven team. Analytical skills necessary to provide actionable and data driven recommendations that Senior Management can use to make appropriate financial/budget and business operation decisions. Plans strategically in a large, complex organization with multiple funding sources.
This leadership role has responsibility for the internal, operational financial success and oversees the business operations of a large and diverse unit of over 600 employees and a total budget of over $70 million.
Responsible for carrying out the mission and strategic goals of SASS by providing business plans, direct fiscal and budget support, fiscal analysis/forecasting, business operations, and other analyses to support the decision making of SASS Leadership. Provide executive leadership for improving the efficiency and effectiveness of the organization, internal control systems and project planning and execution.
Leads the RMD in the overall day-to-day management of business planning, performance activity; resolving complex issues, which includes budget to actual reports, budget allocation reports, budget modeling and scenarios, etc. Creates multi-year budget forecasts to be used in SASS fiscal and operational planning. In addition, creates and maintains budget/financial metrics for use in a budget/financial dashboard.
Strengthen the overall operations and effectiveness as the chief strategist by identifying and executing appropriate plans and allocation of resources. Create and supervise business planning, performance, and accountability policies and practices
Provide executive leadership for improving the efficiency and effectiveness in SASS, internal control systems and project planning and execution. Provide professional development and coaching for staff consistent with SASS and University priorities.
Institute best practices in all areas of business and financial operations to increase productivity and effectiveness. Provide continuous improvement through process outcomes, client satisfaction analysis, organizational change management, and technology solutions.
Provide policy, technical, and procedural direction, guidance and coordination over activities which impact the financial, human, or capital resources of SASS.
Represent SASS in budgetary and financial matters university wide, and share business and finance expertise with other university fiscal constituents.
Lead efforts to create a culture of service excellence and ensure that members of the RMD area understand the larger enterprise and their role in achieving SASS and University goals and facilitate a culture of cooperation and integration across the University.
Oversee grant writing and management efforts for SASS units.
Provide leadership for fund-raising activities in coordination with the USF Foundation, USF Research Foundation and other outside entities.
Bachelor's degree in accounting, financial management, business or related area and seven years of directly related and progressively responsible experience in a complex environment with at least five years supervising mid-to-upper level managers.
Master's degree in accounting, financial management, business or related area and ten years of directly related and progressively responsible experience in a complex environment with at least five years supervising mid-to-upper level managers.
