The Department of Health Services (DHS); Office of the Inspector General (OIG) is seeking talented individuals to fill two Regulatory Specialist-Senior vacancies in Madison. OIG is charged with protecting the taxpayers of Wisconsin by preventing and detecting waste, fraud, and abuse of public assistance programs such as Medicaid and FoodShare.

DHS is located at 1 W. Wilson Street in the heart of downtown Madison; near the state capitol and the Monona Terrace, the Wednesday Farmers' Market, the Madison Metro route and the Capital City bike path. Position Summary : The OIG has primary responsibility for maintaining integrity of the Income Maintenance (IM) Programs such as Medicaid/BadgerCare Plus and FoodShare. IM Program eligibility determination is supported by a number of complex automated information systems including: ACCESS online application, Client Assistant for Reemployment and Economic Support (CARES), and the DHS Medicaid management information system (interchange). In the Fraud Investigation, Recovery and Enforcement (FIRE) Section of the OIG, the person in this position is responsible for monitoring and assisting local agencies (consortia and independents) that administer Fraud Prevention and Investigation Program (FPIP), completing recipient and vendor fraud investigations, providing training and technical assistance to local agencies, updating and disseminating program guidance materials, and representing the OIG on all data systems projects related to recipient fraud and trafficking. Special Notes : Due to the nature of the position, all applicants who may be appointed will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

This position requires some travel to conduct onsite vendor activities.

Qualifications : A minimally qualified applicant will have:
  • Economic support experience (i.e. determining eligibility for FoodShare and Medicaid programs).

  • Experience collecting, analyzing and evaluating data, conducting trend analysis, or developing reports based on collected data.

  • Proficiency in multiple computer systems including Microsoft Office and CARES.

  • In addition, well-qualified applicants will have:
  • Investigatory experience performing duties such as identifying, preserving and examining evidence, coordinating surveillance, investigative report writing, etc.

  • Experience in the development and implementation of training programs performing duties such as developing training plans and materials and providing training to a variety of audiences.

  • Experience participating in administrative hearings and/or administrative waiver experience.
