This employment opportunity is with the Oregon State Hospital (OSH), under the Oregon Health Authority (OHA). There is one full-time, permanent position located in Salem (2600 Center Street NE) . This position is classified and represented by a union.
Oregon State Hospital provides patient-centered psychiatric treatment for adults with mental illness from throughout the state. The hospital's primary goal is to help people recover from their illness and return to their lives in the community. Employees play an essential role in achieving the hospital's vision to be a psychiatric hospital that inspires hope, promotes safety and supports recovery for all.
With two campuses, one in Salem and one in Junction City, OSH employs more than 2000 people. The hospital serves more than 1,300 people per year. This includes people who have been civilly committed, people who have been found guilty except for insanity, and people who are unable to aid and assist in their own defense due to a mental illness. Services include psychiatric evaluation, diagnosis, and treatment, as well as community outreach and peer support.
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.
Duties & Responsibilities
The Transporting Mental Health Aide is assigned to the Transportation Unit of the Safety & Security Department, Salem Campus, and is responsible for providing transportation and direct care services to patients. The department transports patients to and from various points within and outside of the State of Oregon. They transport patients who are committed to the custody of the Mental Health division from various courts to various destinations and assist in all Safety & Security Department functions as needed. Transport patients in the OSH Basic Life Support Ambulance to the hospital. Must use and understand the functions of BLS equipment and skills.
Major duties include, but are not limited to:
Provides direct care support services to the institution while transporting patients to/from Oregon State Hospital or other State Institutions to/from courts, jails or community mental health agencies.
Transports patients to/from medical and dental appointments, placement interviews, community transition visits and to discharge destinations.
Oversees care of assigned patients by attending to their basic physical and psychological needs while outside the hospital. Responsible for the patient's safety, comfort and security during all transports.
Assures that all appropriate papers are with the patient who is to be transported for admission and that these papers are in order; coordinates activities between the hospital and various outside agencies as directed; orients new personnel to transportation as assigned.
Transports patients within the hospital secure perimeter to a variety of locations. Provide escort services to patients on the hospital grounds.
May be assigned to remain with OSH patients who are hospitalized for medical care.
Responds to emergencies and assists in the handling of difficult or combative patients when appropriate.
Assist in developing the daily travel schedule, responding to transportation requests, adjusting the work schedule and communicating with / updating management personnel as needed.
Assist with the maintenance of the vehicles, (i.e. report malfunctions, delivery of vehicles for maintenance and repair by the OSH garage or the State Motor Pool).
Checking fluid levels in vehicles on a regular basis to assure safety of users. Taking vehicles to car wash on a regular basis to assure a clean appearance. Vacuuming and cleaning the interiors of the vehicles to maintain sanitary conditions.
Communicate monthly mileage to the State Motor Pool (as required), do time keeping, shift scheduling, development of departmental statistics and reports. Maintain cell phones. Participate in interviewing of departmental applicants.
Other duties as assigned. WORKING CONDITIONS:
Staff are required to work with mentally ill patients, many times in remote locations without immediate contact with others. Transporting Mental Health Aides are required to work alone. They must be able to react quickly to changing situations, to travel by motor vehicle in all weather conditions and with hazardous road conditions. May be required to travel out of state by vehicle or airplane. Must sit for prolonged periods of time in a vehicle. Must be able to lift heavy baggage, boxes, moneybags, patients, etc. Staff may be required to work additional hours during emergency situations; i.e. disasters, to meet minimum staffing requirements, conduct emergency transports, etc. They are required to transport, escort and interact with dangerous patients while using appropriate security equipment. They are required to work with patients of the opposite sex. Work hours are subject to change with little notice. May be required to work hours that exceed regular schedule, i.e. a double shift or a different shift in addition to the regular schedule.
You must have a valid driver's license with an acceptable driving record. If not, you must be able to provide an alternate method of transportation.
Qualifications, Required & Requested Skills
The work experience section of your application must include a clear description of your experience in order to determine if you meet the required skills (minimum and special qualifications) and at what level you meet the requested skills (desired attributes). Your answers to supplemental questions about your specific experience must also be supported in the work experience statements in your application form or, if requested, your resume. Supplemental materials such as cover letters and/or a resume will NOT be reviewed or used to determine candidates' qualifications unless the posting specifically states those materials are required from applicants.
One year of experience working with clients in a mental health setting, preferably including security ward experience.
Certification by the Oregon Board of Medical Examiners as Basic Emergency Medical Technician
Experience transporting patients to/from courts, jails or community mental health agencies.
Experience maintaining a travel log.
Experience conducting pre-trip vehicle checks.
