The Civil Rights Investigations Program Manager plays a key role in the Civil Rights Compliance Office, helping the district achieve its vision of a safe learning environment that supports our respective 53,000+ student journeys.

This position requires expertise in one or more of these legal areas to serve as a District Grievance Coordinator/Compliance Officer: Sexual Harassment and Sexual Violence (Title IX); Disability (Section 504/ADA); or Harassment, Intimidation and Bullying (HIB).

This position is responsible for coordinating and monitoring the implementation of the district's policies prohibiting discrimination against students, parents/caregivers, and members of the public on the bases of sex; race; color; religion; national origin; age; economic status; sexual orientation, including gender expression or identity; disability; and veteran status. Responsibilities include tracking complaints, conducting formal investigations, and developing and monitoring corrective action plans. Additionally, this position also oversees prevention efforts, provides support to school-site administrators, assesses data and complies with reporting requirements, and provides training to others on these issues.

Essential Functions 50%
  • Serves as a designated Compliance Officer (Title IX, Section 504/ADA, or HIB)
  • Responds to students, parents, staff, administrators, and others who have questions or report discrimination or HIB and provides information about the district's complaint procedures, and assists in filing complaints when needed.
  • Receives and processes formal complaints and oversees the step-by-step process to be sure that timelines are met.
  • Implements the district's policies and complaint procedure with respect to allegations of discrimination or HIB
  • Conducts and/or coordinates investigations, including: interviewing complainants, respondents, and witnesses, and reviewing documents, data, and other relevant materials.
  • Researches legal standards and requirements relevant to the complaint
  • Works with principals and neutral outside investigators to investigate complaints as needed and keeps complainants informed about the status of outside investigations.
  • Provides a written report regarding complaints and the results of the investigation in time for the superintendent or designee to respond to discrimination complainants within 30 days after the district initially received the formal complaint
  • Works with Principals for timely reports and decisions of HIB complaints in accordance with that policy and timely addresses HIB appeals.
  • Develops, implements, and monitors corrective actions
  • Organizes and maintains records of all discrimination and HIB complaints filed.

  • Facilitates compliance with state and federal regulations, district policy, and grant requirements, including data management and report preparation.
  • At least annually, reviews and participate in development of discrimination and HIB reports on complaints to ensure that the district's complaint procedures and timelines are consistently followed, and to identify patterns and repeat offenders.
  • Participates in the development and implementation of the school district's annual processes to review and report disaggregated data to the Superintendent, School Board, State and Federal entities about (a) complaints and responses to allegations of discrimination and HIB and (b) to identify and address potential disparities and systemic barriers to equal educational opportunities in the district's programs, activities, and services (including, but not limited to, Advanced Placement courses, Highly Capable Programs, Career and Technical Education courses, Alternative Learning Experiences, extra-curricular activities, etc.)

  • Facilitates the implementation of the district's policies and procedures related to discrimination and HIB to ensure that they are applied consistently across the district and at each school building
  • Participates in cross-functional teams to ensure that there are systems in place to track and record data across the district and at each school building that can be disaggregated, reviewed, and evaluated
  • Coordinates revisions to district policies and procedures related to Title IX, sex discrimination, and sexual harassment, as necessary, to ensure that they are up-to-date and consistent with current requirements under state and federal laws, regulations, and guidelines.
  • Reviews district and building publications to ensure that they include a consistent nondiscrimination statement with all of the necessary protected classes and the name (or title), phone number, and address of the district's Section 504 Coordinator, Title IX Officer, and Civil Rights Compliance Officer.
  • Ensures that the district uses effective methods to annually inform all students, parents, and employees about the district's discrimination complaint procedure, such as in staff and student handbooks.

  • Works with administrators, Security Specialists, and others on investigations to make determinations as to whether incidents that gave rise to informal complaints constitute prohibited forms of discrimination, harassment, intimidation, bullying, or discrimination under district policies, state, and federal laws.
  • Reviews informal discrimination complaint responses and HIB incident reports from district schools/administrators to ensure consistent and appropriate responses, reporting, and monitoring.

  • Consults with school administrators, staff and community agencies regarding identified students (both the victims and students who have engaged in discriminatory behaviors or HIB) to develops and monitor safety plans and remedial action plans when needed; works collaboratively to create intervention alternatives that are developmentally and culturally appropriate, matched with the level of identified risk, and inclusive of parental involvement; and may recommend social and psycho- educational options.

  • Participates in Professional Learning Communities and provides training and consultation to administrators, central office staff, counselors, classroom teachers, and/or parents to help them understand the district's complaint process and nondiscrimination requirements to meet the needs of individual students.

  • Develops and maintains positive relationships with district stakeholders, community agencies, law enforcement, Child Protective Services, and the courts as necessary. Shares information with appropriate agencies following district and department protocol.

  • Attends meetings, conferences, and seminars to maintain current knowledge of assigned area; monitors current research, trends, issues and practices; communicates findings, as appropriate.

Minimum Qualifications EDUCATION:

A Bachelor's degree in Education, Psychology or related field.


Master's degree in Education, Psychology, Law or related field.


Three (3) to Five (5) years of work experience conducting civil rights investigations.


Two (2) years of work experience providing services to school-aged youth.
Fluency speaking, reading, and writing a language other than English.


Valid Washington State driver's license or evidence of equivalent mobility and access to personal vehicle.


Criminal Justice fingerprint and background check.
