The Department of Corrections (DOC) is seeking a highly motivated and qualified individual for a Program Specialist 5 in the Office of the Deputy Secretary, Offender Change Division, Substance Abuse Recovery Unit. This is a full-time, non-permanent position located at DOC Headquarters in Tumwater, Washington. This position is grant funded and anticipated to last through August 2019.

Ensures assessment, treatment, continuing care, transfer, discharge planning, and other addiction treatment components meet standards required by and in accordance with WAC 388-877B-220
Responsible for maintaining the Drug Offender Sentencing Alternative (DOSA) policy and ensuring process consistency with legal decisions, changing RCW's, and DOC hearings processes
Monitors and ensures compliance of processes conducted by Offender Change, contracted providers, Prison and Work Release personnel to ensure accurate and timely data entry into OMNI, initiation and completion of infraction/violation process and following each offender terminated from treatment in Prisons and Work Release to ensure the revocation process is completed per policy and statute
Serves as the main point of contact for DOC and contract clinical personnel for consultation regarding statutory, regulatory and administrative processes and procedures
Provides statewide training for contract Chemical Dependency Professionals for proper hearing protocols and providing testimony
Communicates frequently with the Therapeutic Communities Managers and as directed by SARU Administrator and/or Correctional Program Manager
Ensures Substance Abuse Recovery Unit (SARU) personnel and contractors supports all WA DOC rules, regulations and procedures as applicable. Ensures substance use disorder treatment DOSA programs statewide are uniform and consistent
Participates in statewide multi-disciplinary treatment planning, case reviews and conferences for DOSA clients. For DOSA clients ensures progress notes and required documentation are completed subsequent to the Multi-Disciplinary Team (MDT) and/or revocation hearing denoting the outcome.
Provides clinical oversight at hearings either in person or telephonically at the discretion of the CPM/SARU Administrator
Acts as liaison between prisons and administrative hearings in gathering witnesses, discovery documentation, compiling, producing, writing and providing any supportive documentation related to treatment termination/early discharge
Participates and delivers training and education to SARU personnel. Maintains knowledge of effective treatment methods and responsible for maintaining qualified credentials as a Chemical Dependency Professional
State Certification as a Chemical Dependency Professional required through the Department of Health.
An associate degree in human services or related field, or successful completion of 90 quarter or 60 semester college credits in courses from a college or university whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) or foreign equivalent. (At least 45 quarter or 30 semester credits must be in courses relating to the chemical dependency profession and must include the topics listed in WAC 246-811-030)
Possess exemplary addiction counseling competencies and qualify as Clinical Supervisor.
Two (2) years of supervisory experience in the Chemical Dependency field.
Intermediate skills in Microsoft Word, Excel, and Outlook.
Knowledge of Drug Offender Sentencing Alternative (DOSA).
Familiarity with Washington State databases.
A Bachelor's degree or higher from a college or university whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) or foreign equivalent.
Experience and understanding of evidence-based treatment delivery practices.
Professional experience using OMNI/SharePoint or other offender tracking systems.
Experience within a correctional environment.
