Director III Works under the general direction of the Associate Commissioner for Disease Control and Prevention (DCP). Performs highly advanced management and oversight for activities related to the leadership, direction, and guidance in strategic planning and operations of the TB/HIV/STD Section. Working in collaboration with division and section leadership, establishes goals and objectives for programs in the Section, which include TB/HIV/STD prevention and control, HIV medications and services, TB/HIV/STD epidemiology and surveillance, Hansen’s disease, disease prevention health communications and community engagement, and adult viral hepatitis C coordination. Responsible for developing and directing a statewide program of disease epidemiology and surveillance, disease prevention and control, and providing and supporting essential public health functions. Responsible for development and implementation of legislative initiatives and appropriations requests. Responsible for assuring appropriate use of funding and resources. Responsible for coordination and collaboration with appropriate internal and external partners. Responsible for effective programmatic and administrative business operations and policies and procedures, and for evaluating program activities. Represents the agency at meetings and hearings. Responsible for supervising and evaluating direct reports. Duties are performed under minimal supervision with considerable latitude for the use of initiative and independent judgment.

Collaborates across the agency and with external partners. Ensures partners are informed and meaningfully engaged. Assures implementation of goals and objectives based on epidemiological and scientific evidence and best practices. Evaluates program performance and makes appropriate improvements. Works with agency leaderhip to identify and resolve risks/issues and to develop and direct efforts to affect policy changes to enhance public health and reduce health disparities. Plans, implements and administers programs in alignment with department priorities and goals. (15%) Supervises direct reports. Conducts hiring processes and provides new hires with orientation and training. Provides direct reports with work assignments, clear direction and information on responsibilities and performance expectations. Develops performance plans and conducts performance evaluations in a timely manner. Keeps direct reports informed about relevant departmental activities and decisions. Ensures direct reports are afforded appropriate decision making authority. Works within agency constraints to provide staff with tools and information needed to carry out their responsibilities and to succeed in their work. Reviews and approves leave and carries out other expected human resources activities with direct reports. (15%) Oversees response to internal and external inquiries and assignments. Ensures an effective process is followed in accepting, creating, clarifying, assigning, and responding to assignments. Ensures responses are accurate and timely. Reviews Section responses and products to ensure professional quality, completeness, appropriate content, consistency, and responsiveness. Ensures that administrative processes are in place that support timely and quality production of documents. (15%) Oversees activities related to policy makers and the Legislature, including briefing papers, legislative reports, bill analysis, cost estimates, committee hearings, tracking and implementation. Provides leadership on legislative initiatives and exceptional items. Ensures accurate and timely responses to legislative inquiries. Ensures subject matter experts are available as needed. May testify at hearings as requested by leadership. (10%) Provides managerial oversight of budget, resources, and purchasing within sphere of authority. Ensures that program and administrative managers have access to fiscal information as needed. Oversees development of budgets and expenditure plans and ensures that resources are managed in accordance with these. Ensures that grant applications, reports, and documents are developed and submitted in a timely and accurate manner according to funder and agency policies. Participates in development of legislative appropriation requests. (10%) Serves as an active member of the Division for Disease Control & Prevention leadership team. Represents the Section and/or agency on internal and external workgroups. Responds to inquires or requests for information. Provides effective written and oral communications. Develops & maintains effective working relationships with internal/external partners & stakeholders. Makes presentations and actively participates in meetings and other forums as needed. (5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Registration or Licensure Requirements:

Initial Selection Criteria:
1. Prefer advanced degree in public health, public administration, social work, epidemiology, biological sciences, or related fields 2. Experience in planning and directing public health programs or interventions related to TB, HIV, and/or STD prevention, services, and/or surveillance. 3. At least five years of progressively responsible public health management experience, preferably in TB, HIV, or STD programming.
