The EDMC (Electronic Document Management Center) processes all the incoming eligibility mail, Efax & MFD for the MassHealth and the Department of Transitional Assistance. Also including the walk-in documents and Voter Registrations received from the MassHealth Enrollment Centers. EDM is a state of the art system that has replaced hard copy documents in the field, and is the front end of an efficient electronic eligibility process. This position at the EDMC is responsible for:
Assuring that all incoming eligibility mail for MassHealth and the Department of Transitional Assistance agency is processed in a timely and efficient manner within a 48 hour turnaround time from receiving said documents.
a. Mail pick up at the post office
b. Sort and count mail
c. Prep mail for scanning / research mail without valid identifiers/channel pertinent documents such as BOH requests, Appeals, DDU’s, exceptions, LTC applications and premium payments to the proper sources.
d. Scanning into the appropriate queue
e. Quality Control all documents
g. Indexing into the appropriate envelope category
Responsible for managing a team of supervisors along with 80+ EDMC staff
Responsible for assisting in the development and updating training materials for all phases of EDM
Responsible for interacting with IT staff to assure that all applicable software and computer applications are functioning properly and that all enhancements, changes, and problems are applied and corrected with little disruption to daily productivity.
Responsible for interacting with members of the statewide IMEC team or DTA Executive team regarding any EDM operational issues.
Responsible for performing performance evaluations on all subordinates as required by EHS guidelines.
Responsible for assuring that all incoming hardcopy non EDM documents are tracked for easy retrieval.
Daily reporting is monitored and distributed to the Executive teams
Responsible for providing documents for Federal and State audits.
In the absence of both the EDMC Director and Assistant Director this position is responsible for all EDMC staff and daily activities not all listed.
- Knowledge of the principles and practices of management including planning. organizing, directing. motivating. and decision making.
- Ability to motivate a large group of people with diverse backgrounds to achieve a complex set of goals and objectives.
- Ability to exercise sound Judgment, analyze problems and develop creative methods to accomplish work objectives:
- Ability to communicate effectively, both orally and in writing:
- Knowledge of computers and the ability to use computer programs such as MA-21, Excel, Word, MMIS, HCentive PACES, Appenrol, ASP, Beacon and Captiva.
- Knowledge of the Commonwealth's Employee Personnel System.
- Knowledge of all eligibility related forms.
- Ability to prioritize work activities and assign staff in order to achieve desired results.
- Ability to interpret complex regulations and assess their operational impact.
Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator’s license or the equivalent from another state may be required.

I. A Bachelor's or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for one year of the required (A) experience.
II. A Graduate or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for two years of the required (A) experience.
