This position will direct and coordinate bi-state, inter-agency and externally focused program activities to achieve consensus among individuals and groups in order to resolve complex and sensitive environmental problems, issues, and conflicts. This position will lead teams in the development and implementation of statewide, multi-disciplinary, agency-wide programs and projects involving great complexity, little or no precedent, and significant public and legislative interest. This position will lead and coordinate Minnesota’s efforts with the Wisconsin Department of Natural Resources and ensure active participation by the Minnesota Department of Natural Resources and the Fond du Lac Band of Lake Superior Chippewa.
This position requires extensive coordination with the United States Environmental Protection Agency, United States Army Corps of Engineers, National Oceanic and Atmospheric Administration and other federal Great Lakes Restoration Initiative Action PLan agencies as necessary. This position requires internal coordination between the Minnesota Pollution Control Agency’s Remediation, Environmental Analysis and Outcomes and Operations Divisions. This position will also coordinate with the St. Louis River Alliance, the official SLRAOC citizen’s advisory committee, as well as other local, state and federal stakeholders as necessary.
The position will manage and oversee some of the most technically, socially and politically complex project work in the Great Lakes and will foster coordination between all parties to ensure full and timely implementation of the St. Louis River Area of Concern Remedial Action Plan including timely removal of beneficial use impairments and delisting of the SLRAOC.
Minimum Qualifications Three years of advanced professional experience working in an environmental field (advanced professional-level experience is equivalent to Senior Environmental Specialist/Environmental Specialist 3 level work).
Demonstrated ability to lead projects, including such activities as strategic planning, identifying skills and resources, identifying and measuring outcomes, and implementing project plans.
Demonstrated knowledge of surface water resources, nonpoint source pollution, ecosystem and watershed management principles, including use of scientific methods to understand the relationships between land use and water quality, and the involvement of local stakeholders and various partners.
Effective human relations skills and knowledge of community-based social, political, and economic considerations sufficient to work with a variety stakeholders and staff, and lead and facilitate communication with members of governmental and non-governmental groups on complex and potentially controversial issues. Includes the ability to influence, negotiate, motivate and achieve consensus among a diverse range of audiences, individuals and groups to achieve program objectives.
Technical writing, public presentation, computer, and communication skills.
Preferred Qualifications Bachelor’s degree or greater in conservation or natural resource planning, biology, hydrology, water resources, natural resources, or related ecological or environmental science area.
Knowledge of strategic planning and plan implementation, community based ecosystem, natural resource and/or water resource management and watershed management principles.
Demonstrated knowledge of contracting, grants, developing and managing budgets, and fiscal management policies and procedures.
Working knowledge of performance measurement tools, business operations, and record management systems.
Physical Requirements Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small office equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
Additional Requirements Requires a Class D Driver's License; a single unit vehicle with a gross vehicle weight of less than 26, 000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
