Position Summary:

Incumbent serves as Director of the Division of Clinical Services (Clinical Director) at TONHC, and has the full responsibility for overall administration and direction of medical and ancillary staff. Responsibility includes identifying needs and coordinating a variety of services and activities within TONHC and in the community to promote optimal health services. TONHC provides medical and support staff services for an inpatient unit, ambulatory clinics, and emergency medicine.

In addition to the above, the assignment includes providing medical care services. Assignments involve the full range of problems found in the medical field, including the very difficult, where there is responsibility for recognizing difficult-to-identify symptoms or signs, and with responsibility for developing a full treatment regimen involving knowledge of state-of-the-art techniques. Scope of Work:

This position is located in the Division of Clinical Services, Tohono O’odham Nation Health Care (TONHC), Sells, Arizona, approximately 60 miles west of Tucson, Arizona. The position administers, coordinates, and directs all health services for TONHC. TONHC provides inpatient and outpatient medical and dental care to eligible Native American and Alaska Native persons residing in or near the Tohono O'odham Nation.

TONHC is the primary source of health care for the approximately 24,000 local members of the Tohono O'odham Nation. TONHC consists of TON Sells Hospital, a ten bed hospital accredited by The Joint Commission (TJC) and located in Sells, Arizona; three Health Centers: TON San Xavier Health Center, Tucson, Arizona; TON Santa Rosa Health Center, Santa Rosa, Arizona; and TON San Simon Health Center, San Simon, Arizona; and a Community Health Program. TONHC performs approximately 200,000 outpatient visits annually.

The TONHC Community Health Program consists of School Health Program, Public Health Nutritionist, Environmental Health Specialist, and Health Promotion Disease Prevention Coordinator. The Preventive & Public Health Medical Officer, who supervises the Community Health Program, is supervised by the Clinical Director.

The Clinical Director (CD) directs the multi-specialty Medical Staff, along with Dental and Podiatry services. The CD additionally supervises (1) the Deputy Clinical Director (who supervises the Supervisor of Laboratory Services, the Supervisor of Social Work Services, the Supervisor of EMS, and the Supervisor of the Eye Program); (2) the Preventive & Public Health Medical Officer (who supervises the School Health Program, Public Health Nutritionist, Environmental Health Specialist, and Health Promotion Disease Prevention Coordinator); and (3) the Director of Professional Services (who supervises Diabetes Prevention & Coordination, Medical Imaging, Nutrition & Dietetics, Pharmacy, and Physical Therapy). The overall emphasis of this position is to provide for the planning, development, organization, integration, administration, and evaluation of all Clinical Services within TONHC.

As a physician, the CD also performs and provides diagnosis, care and treatment of inpatients, ambulatory care patients and emergency patients for a full range of clinical scenarios. As an expert licensed provider, the incumbent is responsible for direct and indirect specialized child, adolescent, and adult services, and for Continuing Medical Education (CME).

Essential Duties and Responsibilities:

Clinical Duties (30%)

Incumbent is responsible for maintaining the highest standards of professional medical services for TONHC. Activities in support of this goal include the following:

  • Provides direct patient care in the medical specialty in which the incumbent is Board certified/eligible.
  • Administers, coordinates, and directs all health services for TONHC, including inpatient and outpatient services.
  • Plans and conducts regular and specialty clinics, as appropriate to local healthcare needs.
  • Assures the availability of a well-qualified Medical Staff.
  • Provides personal consultation with members of the Clinical Staff on matters of patient care management.
  • Plans and conducts regular patient care management conferences, employing the assistance of other medical specialists as appropriate.
  • Monitors quality of medical care and health records maintenance through programs like Ongoing Professional Practice Evaluation (OPPE) and Health Information Management Record Reviews, and through direct participation in and observation of patient care practices.
  • Provides mechanisms to ensure a uniform standard of quality patient care throughout all TONHC clinical sites.
  • Implements Clinical Programs that improve delivery and quality of patient care, e.g., Government Performance Results Act (GPRA) Clinical Objectives, Electronic Health Record Systems, Telemedicine Programs, Disease Management Guidelines.
  • Advises and assists the TONHC CEO (Chief Executive Officer) in creating and maintaining effective organization and management of TONHC so as to offer responsive, high quality healthcare.
  • Plans for expansion, revision, or contraction of services to meet the changing needs of the local community. Promotes integration of Clinical Services Division activities with those of other TONHC Divisions, TON DHHS (Department of Health and Human Services), and other local, state, and federal programs.
  • Performs and provides care to patients primarily in ambulatory clinic and inpatient settings; provides patient care and consultation in the Emergency Department as needed.
  • Routine duties, even if rarely required, shall include providing medical care and public health services to individuals eligible for services provided by TONHC in homes, schools, clinics, job sites, and other community locations within the TONHC service area.
  • Delivers infants when necessitated by urgent/emergent circumstances, and provides or arranges for postpartum care.
  • Ensures preparation of appropriate medical records for all patients seen to ensure the accumulation and organization of all pertinent clinical data needed to provide comprehensive medical care. Coordinates and integrates information obtained into ongoing health care information systems utilized by TONHC.
  • Disseminates clinical reports and correspondence concerning patients to physicians, hospitals, and other individuals and facilities.
  • Works closely with allied health professionals to provide effective interdisciplinary health care services and treatment.
  • Communicates effectively with patients and families in situations of medical, psychosocial, and cultural complexity.   • Ensures that the Service Unit is organized and functions in a manner commensurate with CMS Conditions of Participation (Medicare/Medicaid Standards) and The Joint Commission (TJC) standards on a continuous basis. Ensures the maintenance of effective Quality Improvement, Risk Management, and Compliance programs.
  • Maintains TONHC’s TJC accreditation.
  • Enlists support and participation of the Medical Staff in Ongoing Professional Practice Evaluation (OPPE). Ensures that actions are taken when opportunities for improvement are discovered, and that the effectiveness of those actions is evaluated and communicated to the Quality Improvement Committee and Executive Committee. Ensures that the results of OPPE are used in the review and re-appointment process for the Medical Staff.
  • Ensures continuous surveillance of the professional performance of all individuals who have delineated clinical privileges; maintains accurate and current credentialing and privileging information on members of the Medical Staff; recommends clinical privileges for each member of the Medical Staff.
  • Ensures appropriate medical oversight of the Clinical Laboratory, Medical Imaging (Diagnostic Radiology), and Emergency Medical Services (EMS). Represents the Medical Staff on Safety, Infection Control, Quality Improvement, Managed Care, and other TONHC Committees, or appoints other qualified representatives.
