Performance Monitoring and Accountability 2020 (PMA2020) is a multi-country research project led by the Bill & Melinda Gates Institute for Population and Reproductive Health at Johns Hopkins Bloomberg School of Public Health that uses innovative mobile technology to track FP2020 indicators, strengthen national M&E systems, and provide programmatic feedback to family planning, maternal/newborn health, WASH, primary health care, and other health stakeholders.

Program countries include: Ghana, DR Congo (Kinshasa and Kongo Central), Ethiopia, Kenya, Uganda, Nigeria, Niger, Burkina Faso, Indonesia, India (Rajasthan), and Cote D’Ivoire.

The Program Officer will provide administrative, coordination and technical assistance to PMA2020 program activities in Baltimore and in designated program countries. In particular, the Program Officer will oversee survey implementation and coordination with in-country university/research institutes as the implementing partners for PMA2020 program activities in DR Congo, Niger, and Nigeria, alongside a dedicated Program Specialist for each geography, who will backstop the Program Officer in these responsibilities. Given the positions program management portfolio for 2 French-speaking countries, strong French language skills are required.

Major responsibilities include leading work planning and budget development for focus countries, providing remote/in-person technical assistance during trainings and throughout data collection, and serving as the primary point of contact on the Baltimore team for these countries. Development and management of partner sub agreements will be done in collaboration with PMA2020 program and financial management in Baltimore, as well as relevant departmental staff at JHU.

As the PMA2020 platform has been operating in the aforementioned countries for a number of rounds, the Program Officer position will also take a lead role alongside the Program Officer II managing the Francophone Africa portfolio in building local capacity within the in-country teams and local stakeholders to become more self-sufficient in survey management. This may involve organization of dedicated trainings for in-country central staff teams with teams at JHSPH, as well as working with the faculty Technical advisors at JHSPH in seeking new opportunities for survey expansion to promote greater financial sustainability of the platform in the designated focus countries.

Other duties may include representing the project at external meetings, preparing presentations/reports, and planning country and regional workshops. The Program Officer will report to the PMA2020 Francophone Program Officer II.

Specific Duties and Responsibilities

General Project Support:
Assist with grant-reporting responsibilities to project funders, especially for the PO’s designated countries.

Support programmatic work as needed, overseeing general communications to partners and other interested parties.

Country/Regional Coordination Support:
Lead the development of work plans and budgets for new subawards in focus countries, with support from the Program Specialist backstopping these geographies.

Oversee field-staff trainings and data collection, including providing in-person or remote training support on new survey content or research protocols. As a part of this, work with the assigned Program Specialist backstopping the geography to ensure that all relevant training materials and PMA2020 questionnaires are ready in advance of training.

Serve as the main point of contact throughout the PMA2020 survey cycle in designated focus countries (prep work, training, data collection, analysis and report generation).

Coordinate with relevant module and activity-specific leads at JHSPH under the PMA2020 survey platform that may be organizing separate data collection activities in the PO’s designated survey countries.

In conjunction with the Francophone Program Officer II and faculty Technical Advisors for each focus geography, work with in-country partners to explore opportunities for expansion of the platform, encouraging greater financial sustainability of the platform as well as data use by relevant stakeholders.

Coordinate and attend dissemination events and data utilization workshops, as needed.


Master's degree in public health, international development, or a similar discipline required.

Three years of related experience working in the field of survey implementation or sexual and reproductive health programming, preferably in low or middle-income countries.

Must be comfortable using various software applications, e.g., Microsoft Office package (Word, Excel, Powerpoint), SharePoint, Dropbox, etc.

Professional working proficiency in both French and English is required.

Must be a fast learner with independent problem solving ability and strong communication skills.

Must be able to work in Baltimore and travel internationally up to 30% of the time.

Preferred Qualifications

Experience working in academic or research environments preferred.

Experience and/or familiarity with statistical software packages (notably STATA) or publishing software (InDesign) are a plus.

Working knowledge of other program country languages (in addition to French and English) is a plus.
