Regular, Full-Time, RCUH Non-Civil Service position with the Telecommunications and Social Informatics (TASI) Research Program, Pacific Health Informatics and Data Center (PHIDC), located in Mangilao, Guam. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MINIMUM MONTHLY SALARY : $3,416.00/Mon.

DUTIES : Manages and oversees assigned projects and program components to deliver services in accordance with established project objectives. Conducts needs assessments, systems, and Information Technology (IT) applications including but not limited to Information and Communication Technology (ICT), Health Information Technology (HIT), content management, educational software, and databases. Supervises and manages Guam ICT Systems Analyst and students. Conducts technical and financial assessments of systems, applications, and networks. Oversees and prepares grant and project proposals, specifications, requirements, and other documentation for complex ICT projects. Manages project implementation. Manages and oversees the design, development, implementation, and maintenance of user applications, core system, and software applications. Manages the development and delivering of education and training programs. Plans and manages ICT projects.

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING : Bachelor’s Degree from an accredited four (4) year college or university in Information and Computer Sciences, Management Information Systems, or other related field. EXPERIENCE : Seven to ten (7-10) years of experience in one (1) or more of the following areas: (a) application and database analysis, design, development, and administration; (b) network analysis, design, and administration, and Windows or Linux server administration; (c) implementation and management of Video Teleconferencing (VTC) Systems. Three to five (3-5) years of experience in management of ICT projects. Three to five (3-5) years of experience in managing and supervising staff. ABIL/KNOW/SKILLS : Proficient knowledge of programming structures and conventions, and/or network architecture. Proficient knowledge of Personal Computer (PC) troubleshooting. Proficient knowledge of database design and administration. Proficient knowledge of Windows or Linux server software and operating systems. Good working knowledge of project management requirements and techniques. Proficient in the implementation of complex networks. Proficient knowledge in all areas (design, planning, budgeting, installation, maintenance, and operation) of ICT systems and networks. Proficient in the use of desktop software, such as Microsoft Office, and integrated development environments for application development. Proficient in application design and development. Able to manage projects and tasks in application design and development. Able to effectively communicate to others with various levels of ICT experience. Able to develop projects, plans, and budgets in ICT. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition : Must be able to pass a post offer criminal background check. PHYSICAL/MEDICAL REQUIREMENTS : Able to lift and carry up to fifty (50) pounds. SECONDARY QUALIFICATIONS : Experience in multimedia and application delivery over the Internet.
