LOCATION: Assigned to Naval Station Mayport, Navy Region Southeast, Jacksonville Florida.

SCHEDULE: This position is subject to an irregular tour of duty, which may include evenings, weekends and holidays. When traveling the employee will work up to 56 hours per week with approved overtime. TRAVEL REQUIRED: Up to 75% of the time

MAJOR DUTIES AND RESPONSIBILITIES Installs, modifies repairs, maintains, and troubleshoots tests and loads new and existing electrical lines, circuits, systems, associated fixtures, controls and equipment at a journeyman level. Works from building plans, blueprints, wiring diagrams, engineering drawings, and electrical maintenance and repair manuals to plan and lay out the routing, replacement, type, size, gauge, balance, load, continuity and safe operation of electrical lines and lighting, circuits, systems, equipment and controls. Determines and places distribution panels, junction boxes, fittings and connections and installs wiring, couplings, conduit, relays, fixtures, transformers and other electrical devices. Plans and lays out work, tracing hard-to-locate defects or problems and completing repairs and installations with little or no technical advice using a wide variety of test equipment such as voltmeter, ammeter, wattmeter and ohmmeter. Observes required safety, sanitation and hazardous waste disposal rules and regulations. Operates a vehicle to transport tools and materials to work site.

As secondary duties, the incumbent works with other Maintenance Team staff members in the performance of duties in any of the areas below. The applicant should have some experience in one of the following trades, in a commercial or residential work setting:

Plumbing : installs, modifies and repairs new and existing utility, supply and disposal systems and equipment such as sewage, water, oil and gas distribution systems, water closets, tubs, fire sprinkler systems and showers. Works from building plans, blueprints and sketches.

Carpentry : Uses skilled techniques to construct, install, repair and modify wood and wood substitute structures and items requiring close tolerance fit and structural soundness. Assembles items using a variety of joining techniques and are skilled in the operation of general and precision carpentry and wood working equipment and are able to produce finished products with precise fits, accurate dimensions and acceptable appearance.

Painting : Performs special coating methods such as marbling and graining using coating materials prepared in special as well as common ways and by applying coating techniques that ensure surfaces have a smooth-textured and decorative appearance and meet thickness and level requirements.

Masonry : Plans and lays out work to be done for repair, alteration or construction of exterior and interior surfaces and structures built of brick, block, glass block, terra cotta, stone and various artificial and natural stone. Cuts and shapes materials used for constructing and repairing window and door openings and corners. Ensures courses are laid evenly and that completed work blends with existing brickwork.

RESPONSIBILITY: Working from building plans and drawings (wiring and engineering), the employee plans and lays out the placement and arrangement of complex systems, circuits, controls and equipment. Determines installation and repairs on all electrical circuits, devices, controls, etc. Safety rules and requirements must be paramount and the applicant is expected to perform all work in accordance with safe work practices as outlined in US Army Corps of Engineers EM385-1-1 and OSHA regulations as per 29 CFR 1926 and 29 CFR 1910.

The majority of work is performed independently, where the incumbent makes decisions in tools, methods and techniques to be used based on knowledge, training and guidelines provided for the task and carries out work independently

PHYSICAL EFFORT AND WORK ENVIRONMENT: Work is performed both indoors and outside in a variety of weather conditions and requires prolonged standing, stooping, bending, kneeling, climbing and working in tiring positions and is subject to exposure to dirt, grease, noise, electrical shock, burns, possible falls from ladders and a variety of weather conditions. Frequently lifts, carries, and sets up materials and equipment weighing up to 45 lbs. without assistance. Occasionally may handle materials and equipment weighing 50 lbs. and over with assistance. If personal protective equipment (PPE) is issued, it must be worn appropriately.

SPECIAL REQUIREMENTS: This position is subject to an irregular tour of duty, which may include evenings, weekends and holidays. Must possess and maintain a valid state driver's license, as travel to a variety of locations within the CNRSE region is required in the daily performance of assigned tasks. Travel for this position is expected to occur up to 75% of the time.

QUALIFICATIONS: As the senior electrical worker/electrician for the team, this position requires the applicant to be a licensed electrician. Must possess knowledge of the composition, operation and installation of a variety of electrical systems, circuits, equipment and controls. Must have knowledge of the National Electrical Codes (NEC) and local electrical codes and the ability to interpret and apply plan specifications, blueprints, sketches, schematics and wiring diagrams. Skill in the use of hand tools and a variety of testing equipment.

CONDITIONS OF EMPLOYMENT: Employee is required to have, or obtain within 6 months after job appointment, the required state and Federal government licenses and certifications needed to perform the job requirements.
