Providing Leadership Education and Force Development material for A9, the Leadership Education and Force Development Program Manager (LEFD PM) must have facilitation experience, curriculum development as well as project management experience for the U.S. Air Force’s Cyber Security Control System Training on-site at Barksdale AFB in Shreveport, LA. Prior U.S. Air Force Curriculum Development experience highly favorable for this position.

EDUCATION/CERTIFICATION : Bachelor’s at minimum. PMP preferred.

SECURITY CLEARANCE : Secret must be active

TRAVEL : The government anticipates the possibility of 6 trips a year for each Curriculum Developer/Trainer supporting Air Force Global Strike (AFGSC) activities. Likely temporary duty (TDY) locations are: Dyess AFB, TX, Ellsworth, AFB, SD, F.E. Warren AFB WY, Kirtland AFB, NM, Malmstrom AFB MT, Minot AFB, ND, Whiteman AFB MO, and Randolph AFB, TX with potential for other locations supporting AFGSC activities.

As the LEFD PM, this role supports the curriculum development and implementation of enhancements to AFGSC’s Nuclear Enterprise formal training and force development in support of warfighting requirement.

Responsible for creating engaging, professional leadership educational material that introduces, reinforces, and explains complex subjects for Air Force Leadership. This role is responsible for the following, though not limited to:

Updates and maintains the Program Management Plans and orally presents status and technical progress the for Enterprise Integration, Service Management, and Architecture and System Design domains bi-monthly and during Program Management Reviews (PMRs).

Attends working group and user group meetings, test planning meetings, technical information exchanges, conferences, test activities, and participate in appropriate cybersecurity technical reviews and interchange sessions (i.e. System Requirements and Specifications reviews, User Groups, Program/Project Status Reviews, and community conferences).

Coordinates the daily control and supervision of program staff; coordinates with the Contracting Officer’s Representative to clarify program requirements and objectives

Prepares and submits the Monthly Contractor’s Progress Status and Management Report

Responsible for Trip Reports, Incident Reports, and ensure safeguard of information including TS/SCI, PII, and CUI data

Ensures project staff understand regulations controlling contractor services; complete DoD Information Assurance Awareness (IAA) Cyber Awareness:

IAW DoD 8570.01-M, Information Assurance (IA) Workforce Improvement Program training

DoD IAA Cyber Awareness Challenge training in Advance Distributed Learning Service (ADLS) training

Annual Information Protection.

Staff follows IAW Executive Order 12829, National Industrial Security Program, DoD 5220.22-M, National Industrial Security Program, and Air Force Policy Directive (AFPD) 16-14, Information Protection training program.

Manage Program, Project Plan, project staff and Quality Control of all products and deliverables.

Orally addresses status of Program at bi-monthly PMRs presented to HQ AFSPC and Division stakeholders.

The Leadership Education and Force Development Project Manager must possess a minimum of six (6) years of experience in curriculum development, course development, classroom instruction, and facilitation (or a combination of the four) as well as the following:

Bachelor’s Degree (or higher) in either Organizational Behavior or Leadership Development preferred from an accredited college or university

a minimum of three (3) years of experience in curriculum development, course development, classroom instruction, and facilitation (or a combination of the four)

must possess three (3) years of experience in modern organizational behavior and leadership styles

must possess a minimum of two (2) years of experience as a Project Manager

must possess a minimum of two (2) years of experience managing multiple training and course development projects
