The function will lead a small team and manage the effective awards processes within the respective accounts in coordination with Department of Humanitarian Response (DHR) personnel and other agency staff.

The Associate Director will also act as a refugee and migration knowledge hub, collecting, monitoring and analyzing key refugee and migration trends of children and serve as a resource to the broader SC membership. In addition, the position may deploy on humanitarian responses or make periodic field visits to ensure refugee and migration program quality and donor compliance.

Essential Duties, Responsibilities and Impact

Strategic Leadership and Account Management

Identify refugee and migration trends that are applicable to SC mission and serve as a key participant with thought leaders and SC member offices to explore new initiatives and partnerships.

Collaborate with Child Protection, Hunger and Livelihoods, Public Policy-Advocacy and other units in identifying programmatic and operational innovations that can be adapted to refugee and migration contexts (both urban and camp settings).

Represent SC and its interest at external meetings including; Inter-Action HPWG, ICVA, UNHCR Consultations, and PRM Quarterly Meetings.

Engage as a SCUS representative in strategy meetings in and across the SC membership on refugee, migration and statelessness issues that affect children.

Liaise with advocacy teams (both SCUS and SCI) in support of refugee and migration issues that affect children and coordinate with domestic emergency team on "Children on the Move".

Lead the refugee and migration team through the management of the UNHCR, BPRM and IOM accounts. Act as the primary lead for the IOM sub account

Convene UNHCR sub-account holders in quarterly account calls to discuss UNHCR policy, initiatives and portfolio.

Lead the development of an integrated strategy that sets clear objectives for the team and enables proactive engagement across Save the Children and with donors to secure funding opportunities

Engage with the resource development (RD) department to identify and pursue private fundraising opportunities to supplement refugee and migration projects.

Award Management

Ensure the production of high quality concept notes and proposals that are reflective of Save the Children and donor strategic objectives, while ensuring the cost of doing business is accurately reflected in proposal budgets.

Define/balance the portfolio between members of the team to ensure effective support is provided to SCI.

Manage the complete cycle of awards, from opportunity through closeout for the refuges and migration portfolio.

Ensure that the Award Management System (AMS) is effectively maintained, up to date and accurately records the audit trail (data and process) for all refugee and migration awards and sub-awards.

Complete monitoring trips as needed to areas of implementation to ensure effective and efficient execution.

Provide detailed analysis of current/ pipeline grants to DHR management and provide donor funding cycle information and analysis to guide proactive business development.

Engage with Save the Children globally and provide information to support in the building of professional relations with donors to identify strategic fundraising opportunities.

Ensure the production of high quality and timely reports that accurately reflect the impact achieved and lessons learnt during the implementation of a grant.

Report / escalate risks as necessary.

Staff Management

Lead and supervise a team of one award manager, two Humanitarian Response Personnel and an intern.

Implement human resource management strategies (recruitment, orientation, retention, leadership development, succession planning) to support achievement of strategic/operational goals.

For direct reports, ensure orientation, development of work plans, performance evaluations, professional development opportunities, timesheet management/approval, and provide training and supervision of day-to-day tasks as appropriate.

Knowledge Management Hub

Serve as Save the Children's key resource on refugee and migration issues.

Develop relevant refugee and migration fact sheets and materials outlining issues and impact of programming.

Document best refugee and migration project practices by compiling data from SC and other organizations programming.

Build and maintain a refugee and migration resource page on OneNet that provides account support, and is a central location for resources on various refugee, migration and statelessness issues.

Build, maintain and monitor the UNHCR partner portal for new UNHCR policies and calls for expression of interest.

Deploy in Humanitarian Responses

Be available to deploy on responses as needed for up to 6 weeks.

Travel to Save the Children country offices to engage with SC US donors or provide oversight and support to country offices.

Background and Experience, Skills and Behaviors

Required

BA or BS degree in Humanitarian/International Affairs or related area.

5-7 years of progressive program and grant management experience in the field of humanitarian/international development contexts, including relevant field management experience .

Demonstrated experience working across the full cycle of grant/award management from proposal and budget development through to reporting and closeout.

Knowledge of USG, UN and other donor funding mechanisms.

Proven ability to track, manage and represent large and diverse funding portfolios.

Ability to manage a small team of staff, with interest and ability to recruit, support, retain and develop staff.

Excellent analytical, organization, communication and management skills. Must have attention to detail, ability to multi-task and work across Agency departments.

Excellent written English and computer skills, advanced proficiency in Word, Excel, PowerPoint and ability to master SC systems.

Ability to travel 10% to 20% of time as required, typically to places facing a humanitarian crisis.

Preferred

Master's Degree in field related to development, humanitarian work or business administration.

Ability to speak a second, relevant language.
